“On November 30, the Thompson Center hosted a conference focused on effective public leadership in contemporary American politics. During one of the panel discussions, Alan Wiseman of Vanderbilt University and Laurel Harbridge-Yong of Northwestern University, address how legislators operate in an effective way when the executive branch is of the other party versus the same party. “…in general, an individual who is highly effective during unified government tends to be highly effective in divided government…the big switch that occurs obviously is when individuals move from being in the majority into the minority party…,” Wiseman said. “…even in unified government, bipartisanship is really important there, in part because of the super majority requirements in the Senate…in a very polarized period that means that getting them on board means that the legislation actually has to move towards the center…,” Harbridge-Yong said.”
